PRESS RELEASE: Tioga County Director of Emergency Services Receives Master Trainer Certification

The Tioga County Legislature is pleased to announce that Corinne Cornelius, Director of Tioga County Emergency Services has received her Master Trainer Certification from the National Threat Evaluation and Reporting (NTER) Program’s Officer Master Trainer Program and is now certified in the instruction of Behavioral Threat Assessment and Management (BTAM) techniques and best practices.

The Threat Evaluation and Reporting course is hosted by LSU NCBRT Academy of Counter-Terrorism Education. The Instructor Development and Certification Program is highly competitive and prepares the instructor to train their local communities and empower homeland partners to help mitigate threats and aid in the prevention of acts of target violence. 

Corinne had to apply for the 2024 Instructor series mid-2023 and was notified in January 2024 she was accepted into the virtual offering of the course (one of the six classes held through the year and the only virtual offering), held in the beginning of September 2024. As part of training Cohort 29, Corinne and individuals from 17 other states participated in the intensive Instructor Development training, and then had to complete other requirements, as well as submit a request to be reviewed for certification as a Master Trainer, joining approximately 350 other instructors across the United States, with less than 30 instructors across New York State.

Corinne looks forward to being able to host trainings locally for partners and working to strengthen the local BTAM understanding and best practices.
