The Tioga County DMV Office at 56 main Street in Owego is open to the public by appointment only.  However, if you are ONLY surrendering license plates, you do not need an appointment to do so.  Please bring your plates and $1.00 in cash per set of plates to the DMV office and we will be happy to print receipts for you and for your insurance company.  

Please do NOT use our appointment system to attempt to schedule a ROAD TEST!  Road testing is scheduled through the New York State Department of Motor Vehicles.

We ask that you please have your forms filled out before you come to your appointment.  Forms can be found here:  NYS DMV

Applying for an Enhanced or Real ID compliant Driver's License or ID card?  Please use this link:  DMV.NY.GOV/PROVEID to determine what documents you need to bring with you to the DMV for your Real ID or Enhanced Driver License.  Married people - If your last name changed when you got married, please bring an original or certified copy of your marriage certificate with you when applying for an Enhanced or Real ID license or ID card.  The Department of Homeland Security requires that we see proof of name continuity from the time of your birth to your current name.  Please keep in mind, if there are multiple marriages, depending on what your name was upon entering your current marriage, we may need to see previous marriage certificates and divorce decrees, also original or certified copies.  

If you are transferring plates please be sure to request from your insurance company that your insurance cards have the words "Replacement Vehicle" printed on them.

Road tests are scheduled by New York State and are commenced in the marked testing area on Academy Street.  There is no need for the person taking the road test to come into the DMV office.  Please visit the NYS DMV website to schedule your road test:

Masks must be worn when you are in any Tioga County Government building.  When submitting paperwork to the DMV, please always include your name and telephone number.

The Department of Motor Vehicles - DMV is charged with issuing driver permits and licenses to both regular and commercial drivers. Conditional and restricted licenses are issued to people who have lost their privilege to drive. When customers process a license transaction, they can also register to vote. All types of registrations and plates can be obtained, including boats and snowmobiles. Official plates can be issued by this office, as well as the collection of motor vehicle sales tax.

The Tioga County Department of Motor Vehicle provides the following services:

  • Examinations and Issuance of Learners Permits for Class: A, B, C, D, DJ, M
    (actual licenses will be delivered via the US Mail)
  • Registration for vehicles, tractors, boats, snowmobiles, and trailers.
  • Renewal of vehicle registrations.
  • Car Dealer Transactions.
  • Reciprocity from another state.
  • Issuance of Real ID compliant and Enhanced Drivers Licenses and Non Driver ID cards.
