If you are transferring plates please be sure to request from your insurance company that your insurance cards have the words Replacement Vehicle printed on them.
Insurance cards can be faxed to 607-687-8286 for your convenience.
Road tests are scheduled by New York State and are commenced in the marked testing area on Academy Street. There is no need for the person taking the road test to come into the DMV office. Please visit the NYS DMV website to schedule your road test: https://www.ny.gov/services/schedule-road-test
Please keep in mind that expiration dates have been extended for drivers’ licenses, non-driver IDs, and vehicle registrations during this State of Emergency. If it is convenient for you, please continue to mail your transactions to our local address - Tioga County DMV, P.O. Box 307, Owego, NY 13827.
Masks must be worn when you are in any Tioga County Government building. When submitting paperwork to the DMV, please always include your name and telephone number.

The Department of Motor Vehicles - DMV is charged with issuing driver permits and licenses to both regular and commercial drivers. Conditional and restricted licenses are issued to people who have lost their privilege to drive. When customers process a license transaction, they can also register to vote. All types of registrations and plates can be obtained, including boats and snowmobiles. Official plates can be issued by this office, as well as the collection of motor vehicle sales tax.

All Enhanced Driver License and Real ID transactions must be started by 3:00 PM.

Although there are no computer transactions after 4:45 PM, we are available to answer questions and dispense forms until closing time.
